Each local government unit or group of local government units has the legal obligation to develop the regulation on the control of specific waste streams management, for the waste generated in its territory.
The approval of the Regulation fulfils the obligation defined in Law No. 10 463, dated 22.09.2011 "On Integrated Waste Management" and DCM No. 418/2020 "On the Approval of the Document of Strategic Policies and of the National Plan for Integrated Waste Management, 2020-2035".
With the support of the project, intensive work is being conducted to support the municipalities in the process of drafting this document.
The purpose of the regulation is to:
- Facilitate and enable the effective implementation of legislation requirements;
- Enable continuous control of their fulfilment;
- Detail the rights and duties of all parties participating in the integrated waste management process.
In the meetings held with the working groups as well as with the Municipal Councils of the municipalities of the region, the project team has presented the concept and overview of the contents of the regulation.
The regulation defines the way how waste management is executed in the territory of the respective municipality, comprising the rules, techniques and methods of management in order to provide quality services to citizens, protect the environment and promote the rational use of natural resources.
